As a Researcher, I want to apply codes to time ranges so that I can analyze audio/video content.

Acceptance Criteria

• [ ] #1 I can select a marked range
• [ ] #2 I can choose a code to apply
• [ ] #3 The range shows on timeline with code color
• [ ] #4 I can add a memo to the range
